How to Obtain a Learner’s Licence
➤ Necessity
No person shall drive a motor vehicle in any public place unless they hold an effective driving licence issued by the Licensing Authority, authorising them to drive the vehicle.
➤ The Application Required
- Application form in CMV FORM 2 to be submitted electronically on the portal.
- Medical certificate in Form 1A for learner's licence to drive a transport vehicle.
➤ Minimum Requirements
a. Age Between 16 and 18
- The applicant must be at least 16 years old for a motorcycle without gear.
- Consent/declaration of the parents must be given before the licensing authority.
b. Age 18 Years and Above
- The applicant must be at least 18 years old for a motorcycle with gear or a light motor vehicle.
c. For Transport Vehicle
- The applicant must be at least 20 years old for a transport vehicle.
- One year of driving experience with a light motor vehicle is required.
- A medical certificate in CMV Form 1 and CMV Form 1-A is necessary.
➤ Documents Required
a. Proof of Address (any one of the following):
- Passport
- Life Insurance Policy
- Electoral Roll
- Aadhar
- Pay slip from Central/State Government or Local body
- Self-swearing Affidavit as evidence of address
b. Proof of Age (any one of the following):
- School Certificate
- Birth Certificate
- Certificate from a registered medical practitioner
- Self-swearing Affidavit as evidence of age
➤ Amount of Fees Payable
Fees are as per Rule 32 of CMVR 1989
➤ Where to File Application?
Applications can be submitted at the RTOs/R&LAs of the concerned area or online on the SARATHI portal.
➤ Preliminary Test
- Conducted online at RTO/RLA offices.
- Exemption is given to existing licence holders when adding a new class of vehicle.
➤ Subjects in the Preliminary Test
- Traffic signs, signals, and road regulations
- Duties of a driver during accidents
- Precautions at unmanned railway crossings
- Documents to be carried while driving
➤ Reappearing for the Test
If the applicant fails, the documents will be returned, and they can retake the test the next day.
➤ Validity of Learner’s Licence
The learner's licence is valid for six months and cannot be renewed. If it expires, the process must be repeated.
