Disaster Management Programme Objectives
The main objective of the project is to make the community aware of disasters, their causes, and how to reduce the impact of disasters. The Indian Red Cross Society, with support from its partners (IFRC & ICRC), is developing a cadre of First Medical Responders (FMRs) at the district level in disaster-prone states of the country. The program aims to enhance the capacity of Red Cross volunteers and communities to deliver emergency services during disasters and other emergencies, including public health emergencies. Refresher training is being provided to the cadre of FMRs enrolled in 2013 & 2014. The objectives are as follows:
- To prepare Red Cross First Medical Responders at village level: In case of disaster, it is crucial to equip local villagers with life-saving skills, as it is often impossible for the administration to offer support during the critical “Golden Hours” when lives can be saved.
- To prepare the village panchayat community to reduce disaster risk: The capacity of FMRs is built to ensure they have a clear understanding of both the conceptual and methodological aspects of disaster situations.
- To integrate local schemes and programmes with Disaster Risk Reduction (DRR): Community involvement is strengthened by aligning with local schemes like MNREGA, Watershed Management, Health & Hygiene Promotion, and Swachch Bharat Abhiyan.
- To schedule meetings/events/trainings of FMRs for DRR at the local level: Regular interaction with the community is encouraged through mock drills, meetings, events, and training activities based on local needs.
- To draft the Disaster Management Preparedness Plan at village/panchayat level: This plan assesses hazards, risks, and vulnerabilities specific to village/panchayat areas.
Activities of First Medical Responders (FMRs) at District Level
- Formation and strengthening of WASH (Water and Sanitation Hygiene) committees.
- Preparation of work plans for WASH-related activities at district level.
- Conducting school-level awareness programmes on WASH to engage students and the community.
