The Himachal Pradesh Branch has set up District Branches with the approval of the Managing Committee for the furtherance of the aims and objectives of the Branch. A record of such District Branches and the names of their office bearers is kept at the State Branch office.

A District Branch consists of the following members:-

  • (a) The Deputy Commissioner of the District is the Chairperson of the District Branch.
  • (b) The Chief Medical Officer of the District is the Honorary Secretary of the District Branch.
  • (c) Such members of the Society who reside within the District.
  • (d) All Red Cross Branches at District level are known as District Branches; branches organized at local level with prior approval of the State Branch are known as Red Cross Units.
  • (e) At the time of establishment of a District Branch/Unit, it should have at least 100 life members, excluding other members.
  • (f) No District Branch/Unit is to be organized without the approval of the Managing Body of the State Branch.
  • (g) The District Branch/Unit is subject to control of the State Branch.
  • (h) The General Secretary of the State Branch or their nominee is an ex-officio member of the Executive Committee of the District Branch/Unit.
  • (i) A District Branch/Unit may, within the basic framework of the State Branch rules and subject to the approval of the President of the State Branch on the recommendation of its Managing/Executive Committee, frame its own rules and regulations.
  • (j) In case of disputes between the State and District Branch/Unit, the decision of the State Branch Managing Committee is final and binding.
  • (k) The provision of section 6(c) applies to net proceeds from fairs, raffles, sales of pin flags, seals, etc.
  • (l) Each District Branch elects a member to serve on the Managing Committee of the State Branch.

Apportionment of Subscription

Subscriptions may be paid either to the State Headquarters or to the District Branches of the Society. The apportionment is as follows:

  • (a)

    i) National Headquarters: 15% 
    ii) State Headquarters: 15% 
    iii) District Branch: 70%

  • (b) In case of member not belonging to any District Branch, the apportionment shall be as follows:- Donations received by the State Hqrs./any districts, unless the donor specifics the particular purpose for which the same is to be used, are utilized by the receiving body for the general purpose provided that in case of donations received by a district branch and not earmarked for a particular purpose. 15% of the same is payable to the State Branch and 15% to the National Hqrs. and in case of donations received by the State Hqrs. not earmarked for a particular purpose, 15% of the same is payable to the National Headquarters.

The provision of section 6 (c) applies in respect of net proceeds of collections from fairs, raffles, sale of pin flags, seals etc. lotteries and variety shows and any other collections received by any district branches and not earmarked for a specific purpose.
