The SAMRIDH Himachal-2045 colloquium series, being led in three phases by the Centre for Management Studies at MSHIPA, represents a deliberate shift from traditional, top-down planning models towards an inclusive, value-driven framework. The initiative aims to create a long term vision the for economic self-reliance of the state, grounded in seven core principles—ranging from social inclusivity and administrative practicality to moral justice and long-term sustainability. The initiative emphasizes participatory governance and systemic integrity.

The Colloquium Part-1 (C1), conducted in February 2025, aimed to gather insights and prioritize themes crucial for the state's future. Through a limited survey involving 167 experts from various fields, the main themes identified were Green Economy Transformation (focusing on renewable energy, sustainable tourism, and climate-resilient agriculture), Innovation and Economic Diversification (including digital economy and climate-tech), and Adaptive Governance (promoting efficient, participatory governance systems). The survey also highlighted challenges such as restrictive land regulations, youth migration, and environmental vulnerabilities, providing a strategic foundation for future reforms.

The Colloquium Part-2 (C2), held from March 22–24, 2025, focused on Co-Creation and Strategy Building. Building on the insights from C1, this three-day immersive event gathered over 180 strategic participants from diverse sectors, including administration, environment, industry, law, technology, politics, and the social sector, at MSHIPA. The goal was to identify strategic ideas, and pave the way towards actionable outcomes by forming thematic Working Groups and generating system-level policy insights. 
Colloquium Part-3 (C3) of the SAMRIDH Himachal-2045 initiative represents the culmination of a participatory visioning journey, transitioning from reflection to action. Building on the insights and groundwork laid in Parts 1 and 2, C3 aims to consolidate thematic inputs from experts and citizens into a comprehensive 20 year Vision Document for Himachal Pradesh. This phase focuses on designing executable missions, prioritizing what must be done over what could be done, and establishing an implementation architecture resilient to dynamic environmental factors. With an emphasis on citizen trust, performance transparency, and ethical governance, C3 is poised to translate this journey into actionable sectoral and inter-sectoral plans.
