Constitution and Terms of Reference

Terms of Reference (ToR) for Working Groups:

  1. To articulate the overall thematic vision and its principal (sectoral) components.
  2. To review the current status or the play of affairs in the sectors identified under the theme. It should include required quantitative analysis and the prevalent trends.
  3. To articulate the gaps and identify sector specific priorities to bridge the gap, 
     keeping the vision and the current status. The identified priorities should clubbed under following three categories:
    a) Immediate Action Points (with a horizon of 1 to 2 years);
    b) Medium term Framework (between 2 to 5 years); and
    c) Longer term Initiatives (beyond 5 Years)
  4. To identify sectoral overlap and cross-sectoral synergies, and to address the same.
  5. The report should not be more than 3000 words supported by relevant data and monitoring framework with quantitative indicators.
