Constitution and Terms of Reference
Education, Skilling and Livelihood across all Cross-Sectoral Themes

Terms of Reference (ToR) for Working Groups:
- To articulate the overall thematic vision and its principal (sectoral) components.
- To review the current status or the play of affairs in the sectors identified under the theme. It should include required quantitative analysis and the prevalent trends.
- To articulate the gaps and identify sector specific priorities to bridge the gap,
keeping the vision and the current status. The identified priorities should clubbed under following three categories:
a) Immediate Action Points (with a horizon of 1 to 2 years);
b) Medium term Framework (between 2 to 5 years); and
c) Longer term Initiatives (beyond 5 Years) - To identify sectoral overlap and cross-sectoral synergies, and to address the same.
- The report should not be more than 3000 words supported by relevant data and monitoring framework with quantitative indicators.
