The LAN diagram of the Soochnanaya

The Soochna Kendras (Citizen Information Centres) have been set up at 25 centrally located Panchayats. One unemployed youth has been sponsored by each of the concerned Panchayat for these Centres, named as . The have been provided with one Client Computer with a Printer, Modem and UPS. They were also imparted necessary training at the district headquarters in accessing and using LokMitra Software. The Soochaks are required to deposit a security bond and fixed annual Registration charges with the district administration.

The LokMitra Software is a web-enabled one installed on the Servers at the Soochnalaya, allowed access with authorized user-id and passwords on dial-up lines. The complete software interface is in Hindi only, being the local language of the State. The software development has been done in VBScript by NIC H.P. State Unit. The software has two interfaces, one for Soochnalaya, which allows data entry, updations, receiving complaints, sending replies etc. The other interface is for Soochna Kendras.

The Services offered in the pilot implementation are as follows. The District Administration has also fixed the charges to be levied by the Soochaks for various services to the people. It has been observed that people do not mind paying for services, as long as they are assured of action on their grievances and complaints, which also saves their lot of time and money wasted in visiting the various government offices time and again for even a small work.

  • Classified Complaints against the listed departments in a pre-defined format. For these classified complaints, a reply is assured by the concerned department within 10 days.
  • Questions/General Grievances from given departments, not as Classified Complaints, which are replied within 30 days.
  • Downloadable Forms which the citizens need for various purposes e.g. driving license form, forms for getting various subsidies, ration card form etc. saving in the time spent on visiting the concerned office for obtaining the form.
  • Vacancies being publicized by various Govt. Departments/Agencies, along with the application forms.
  • Tenders being floated by the PWD, Municipal Committee, IPH, DRDA etc. with complete job details, submission date, earnest money, cost of the work etc.
  • Promotional Schemes from all Departments, with details e.g. how to take benefit, Forms to be filled etc.
  • Contacts of All departments i.e. Name, Addresses, Telephones, Email etc. of their officers/offices.
  • Market Rates of vegetables and other items, collected on daily basis from six nearby Market.
  • Sale/Purchase option facilitates creating a Networked Rural-Bazaar.
  • Matrimonial Services facilitate putting up bio-data of prospective bride or bridegroom on the Network.
  • Notice Board having all important notification and events by the Administration from time to time.
  • Children Corner facility for the school going children, in the form of model questions & answers etc.
  • Village Email facility to send & receive mails to & from other Centres and Government functionaries.
