Technical Education Quality Improvement Programme  (TEQIP_III):-


Technical Education Quality Improvement Programme Phase-III (TEQIP-III) has been started in Himachal Pradesh with effect from 01 Apr. 2017 and the project period is for 3 years i.e. upto 31 March 2020. The main Objectives of the TEQIP-III is to create an environment in which Engineering Institutions can achieve their own set of target for excellence and sustain the same with autonomy and accountability. The total amount allotted for Himahcal Pradesh under this project is 50 Crore. Total fund which can be claimed by various institutions as follows: allocation to various institutions as follows:

HPTU-20 Cr.

JNGEC-10 Cr.

RGGEC-10 Cr.


         Formation of State Project Facilitation Unit (SPFU)(Details Given in the PIP)

  • Opening of Personal Ledger Account (PLA)/Personal Deposit Account (PDA)
  • Formation of BoGs, where not in place as per UGC norms (Refer Annex-II in PIP)
  • Accelerate the Process of Accreditation Courses/programme to enable the participation in TEQIP-II.
  • Vetting of the draft MoUs between State and Institutions (Refer Annex III(C) & III(d) in the PIP) from the Legal Cell of your State Government

Expression of interest (EoI) for hiring the Auditor under a Centrally Sponsored Scheme namely TEQIP-II Project.

Directorate of Technical Education, Vocational & Industrial Training, Sundernagar intends to hire the services of Firm/Organization/ Company that must be empanelled with C&AG without which the application of the firm would not be considered for undertaking auditing of accounts pertaining to the TEQIP-II being executed at JNGEC & SPFU Sundernagar. Accounts are to be audited twice every financial year as per the guidelines of NPIU. Technical Education Quality Improvement Programme  (TEQIP_I) is a World Bank Assisted Project.  The World Bank had even earlier provided funds under another Project for the aspect for diversification of training facilities and improvement of quality of  training of Technical Education in the last decade of the last century.  In its earlier Project the beneficiaries of the Project were mostly Government Institutions.  The present Project i.e. TEQIP conceived and prepared in pursuant to the National Policy on Education (NPE-1986 revised in 1992) in an attempt to extend the benefits of the World Bank Assistance for the improvement of Technical Education of the autonomous Institutions which  also includes many  private Institutions engaged in imparting Technical Education.  This Project became effective from 2003 and in its first cycle only Engineering Colleges were included for funding whereas the selection of the Institutions for 2nd cycle which was completed in December, 2003 in which 22 Polytechnics of the country were selected for participation in the said Programme and the Himachal Pradesh got the privilege of having its following 3 Government Polytechnics namely Govt. Polytechnic College Sundernagar, Hamirpur and Kandaghat included in the said programme.     

OBJECTIVES:- The broader objective of the TEQIP is to improve the Quality of Education and to enhance capacity of well performing Institutions to become more dynamic, demand driven, quality conscious and self reliant and to make the Institutions World Class in the matter of quality of education. The other objectives of this Project are:- (i) To reform policies to create an environment in which technical institutions can achieve their own set targets for excellence and sustain the same with autonomy and accountability (ii) To support development plans including synergistic networking and service to community and economy of competitively selected institutions for achieving higher standard (iii) To improve technical education management system at central, state and institution level for planning and decision making through policy research and quality assurance mechanism.

PROGRAMME COMPONENTS:                                                                                                                 

1.       Institutional Development

-       Promotion of academic excellence.  This component focuses on faculty development, technical and supporting staff development, equipment and facility improvement, curriculum improvement and implementation, course flexibility, continuous students evaluation system, establishment of learning resource development centres, interaction with industry, research and consultancy and distance education.

-       Networking of Institutions for quality enhancement and resource sharing.  This component focus on creation of physical network through electronic media such as internet etc. and bilateral resource and expertise sharing.  The different activities under this component are academic sharing, credit transfer and carry over, staff development, human resource sharing, learning resources and library facilities sharing, physical resources sharing such as laboratories, equipment etc., joint ventures.

-       Enhancing quality and reach of services to community and economy.  The component focus services to community (such as continuing education that may lead to wage employment/self employment and income generation, technical support services etc.).

-       System Management Capacity Improvement. Improvement of formal qualification and enhancement of knowledge through Short Term training courses fall within its ambit

2.       Programme Status: As stated earlier 3 Polytechnics of our State stand included for participation in the Project from December, 2003 but the Project practically became effective in our State (Himachal Pradesh) from November, 2004 with the initial grant having been released by National Project Implementation Unit (NPIU) on the recommendations of the Expert Committee.

3.       Outlay for the Project: The total approved outlay for the 3 Polytechnics of Himachal Pradesh included for participation in the Project is Rs. 7.24 Crores to be utilized by June, 2008 with Institution wise detail as under:

(d)     Achievement of Development Objectives:-  The Project The Project continues to show progress in the State of Himachal Pradesh and selected institutions and the development objectives are likely to be fully met by the closing date.  Institutions continue to institute good practices and innovations. Resulting they start work more efficiently, attract better students and faculty.   All 10 eligible engineering diploma programs have been accredited by NBA. All the three institutes have obtained ISO-9001-2000 Certification. Pass percentage of students has been increased. The percentage of high quality graduates and campus placement have also been increased. Language Laboratories and Campus Wide Networking have been established. Overall performance has been tremendously  improved after the TEQIP programme.

          Other Achievement/Initiatives made under TEQIP:-            

-        Maximum faculty members of these participating Polytechnics were deputed for short term training programme and have been sponsored for Long Term Training Programme for up-gradation of their qualification.

-        The number of activities (such as Construction of Green Houses, Low Cost Housing, Rural Sanitation, Testing and Calibration, Continuing Education programme etc.) have been undertaken in the rural areas for upliftment of socially backward classes of the society and to enhance participation of women.

-        TDP Cells functioning at Govt. Polytechnic College, Hamirpur, Sundernagar and Kandaghat organize special coaching classes for the candidates appearing in Polytechnic Admission Test through this activity. Special coaching classes in off hours being conducted for weaker students in all three Polytechnic Colleges; the book bank facility for SC/ST and economically weaker sections is also being provided.

-        4 Sr. Officers had undergone the Foreign Training at U.K. in the month of December,2007.

(f)   Innovation and Best Practices  made by the TEQIP    

The Teaching Learning process has been improved by way of providing the facilities like; Multi media Learning Resource in all the courses, Modern Teaching Aids like; Internet and Multi Media Projectors etc.

A high speed Data Transfer Networking (Campus Wide Networking) has been established and made operational for improving the efficiency and effectiveness of the Institutions.

Library has been computerized and the students have been given KIOSK facility for registering and issuing of books etc.

All the faculty members are being sponsored regularly for the Short Term and Long Term training programmes (M. Tech) for up-dating their knowledge and skill.

Study visits (domestic and abroad) for the faculty were arranged to various industries and institutions of repute in other State.

Language Lab. has been established in the Institutions for improving the communication and presentation skill amongst the students.

Teachers performance is being regularly appraised by the students and the shortcomings/weaknesses pointed out by the students are taken care of through guidance and counseling by the Head of Departments/Head of Institution.

Extra co-curricular activities/programmes like; declamation contest, debate, poster printing competition etc. were arranged for the students.

Short Term training programmes for rural unemployed people as well as for in-service persons of the Govt. and private organizations such as Irrigation & Public Health, Public Works Department, H.P. State Electricity Board, National Thermal Power Corporation etc. are organized in different institutions.

Extra coaching classes & remedial teaching classes for the weaker sections like; SC, ST and OBC were conducted in different Institutions. Apart from this book bank facility for weaker sections has been provided by the Institutions.

To provide more academic flexibility Lateral Entry System has been implemented in all the Polytechnics of the State.
