Vital Statistics
At present there are 4 Vocational Guidance units in the state, one under
the State Vocational Guidance Officer at the Directorate and the other 3 under
Regional Employment Officers at Shimla, Mandi and Dharamsala. In other
Districts/Sub Office Employment Exchanges Vocational Guidance is given by the
Officers/Officials Incharge.
Employment Market Information Programme
Under this Programme information is regularly being collected from the
Govt. and Pvt. Sector Establishments (only such Pvt. Sector Establishment which
are employing 10 or more persons not engaged in agriculture).

Labour Wing - Activities
Maintenance of cordial Industrial Relations between the workers and
management is a sine qua non for achieving optimum industrial production. The
conciliation mechanism has proved very effective in stopping and sorting out
Industrial Disputes. There are 10 Labour Officers at Distt. H.Q and 1 each at
Rampur & Baddi who are functioning as Conciliation Officers. Elsewhere the
District Employment Officers and Labour Inspectors (Where the number of workers
is less than 200) are doing this work. Where these officers/officials are
unable to achieve conciliation, the respective Labour Officers, Dy. Labour
Commissioner, Joint Labour Commissioner or the Labour Commissioner-cum-Director
of Employment intervenes in order to sort out the Industrial Dispute. In such
Industrial Establishments where 100 or more workers are working. Workers
Committees have been set up as per the provision of Section3 of Industrial
Disputes Act, 1947.
Employment Wing - Activities
This wing mainly provides registration facility to the interested youth
(who may be unemployed, self-employed, employed on Part-Time, casual, contract,
adhoc, tenure basis or who are desirous of being registered for higher post).
It also sponsors the eligible registrants against vacancies notified by Govt.
and Private Sector Establishments in accordance with the sponsoring norm,
seniority of registration and as per "Single Chance Rotation" norm.
The minimum age for registration is 14 years. A person has to get name
registered in that Employment Exchange in whose jurisdiction he normally
resides. Each person can get his name registered in upto 3 trades/occupations
depending on his qualifications and work experience. The maximum age for
Government jobs has been increased to 45 years, along with relaxation for SC,
ST, Physically Handicapped & Ex. Service Men.

Labour Court/ Industrial Tribunal
The Himachal Pradesh Government has setup two Labour Courts-cum-Industrial
Tribunals under Industrial Disputes Act,1947 for adjudication of industrial
disputes. One Court has been set up in District Shimla having jurisdiction of
Shimla, Kinnaur, Solan Sirmour & Kaza of District Lahaul Spiti. Second
Labour Court has been setup at Dharamsala having jurisdiction of District
Kangra, Chamba, Una, Hamirpur, Bilaspur, Mandi, Kullu and Lahaul of Distirct
Lahaul-Spiti. Presiding Officers of these Courts are officers of the rank of
District & Session Judge.
