An important measure of Land Reforms has been to consolidate fragmented and dispersed holdings of the cultivators at one place so as to enable them to operate their inputs at the optimum level. In a hilly terrain like that of Himachal Pradesh, the problems of viable cultivation get further compounded by twin problems of (i) tiny holdings and (ii) wide dispersal of holdings. Since consolidation of Holdings, is an important step in the direction of stepping up agricultural production, the consolidation operations were, therefore, first taken in hand in 1954 on an experimental basis in the Pradesh  under the provisions of the Himachal Pradesh Consolidation of Holdings, Act, 1953.

               The Consolidation work initially started in November, 1954 in Kunihar Block of Tehsil Arki, District Solan, Paonta Sahib Tehsil of Sirmour Distric and Balh area of Mandi district on trial basis. In order to implement the work in a legal way an Act namely Hiamchal Pradesh Consolidation Act, 1953 was passed and the H.P. Land Consolidation Rules, 1954 were merged in H.P. in 1966 and the consolidation work was carried out in these  areas  as per the provisions of Punjab consideration Act till 5th  November, 1971. In this way two different Acts remained in vogue from 1st  January, 1966 to 5th November, 1971 to implement the consolidation scheme  in this Pradesh. After 5th November, 1971 Himachal Pradesh Holdings (Consolidation and Prevention of Fragmentation) Act 1971 was formulated and H.P. Holdings (Consolidation and Prevention of Fragmentation) Rules, 1971 were framed there under. The purpose of this scheme was to consolidate the fragmented pieces of Land of farmers for better utilization to the convenience of the farmers.

                      According to the initial survey 49,00,000 lacs acres land was taken up for consolidation work, out of which area measuring 23,21,162 lacs acres has been consolidated up to 31.8.2008 and work consolidation is still to be carried out in 25,78,838 acre land in the State.

                            The Govt. vide order dated 20-9-1997 declared this Deptt.dying Cadre and the consolidation work has totally been stopped The service conditions of the Officers/Officials  of this Department  was   finalized  vide  Govt. letter No.  Rev.A (E) 3-85/98 dated 27-12-2000. Thereafter the Govt. had conveyed its approval for adjustment of staff of Consolidation Department on secondment basis in the Department of Revenue / Settlement / Other Departments vide letter No. Rev.A (A)-1/2008 dated 19-01-2009 and    letter even number   dated 30-01-2009 and vide letter No. Rev.2 F (8)-7/88 dated 2-3-2009 conferred upon the powers to the Divisional Commissioner/Deputy Commissioner/Sub Divisional Officer (Civil) and Tehsildars  of the concerned Districts for the disposal of Appeals  under section 54, 30(4) & 30(3) resultantly no incentives, rewards and development work exists in the department. Consequently maximum staff of this Department has been adjusted in other Departments on secondment/deployement basis. It is pertinent to mention here that as per aforesaid service conditions as finalized vide letter dated 27-12-2000, the entry level posts are not to be filled up in this department.
