ACTIVITY & ACHIEVEMENT

Sports Activities:

1. Grant-in-Aid to H.P. Sports Council :

The Himachal Pradesh Sports council has been constituted to boost the activities of Sports in the Pradesh. During the year 2011-12, budget to the tune of ` 118.70 lacs was kept to run its various sports activities which include grant-in-aid to recognized State Sports Associations, voluntary sports clubs, District Sports councils, organization of rural/women sports tournaments, coaching camps, Dr. Y.S. Parmar Memorial Volleyball tournament and cash awards to outstanding sports persons & Pre world cup paragliding championship in the State.

2. Stipend for NIS Trainees and Scholarship to Non-student Sports Persons :

An amount of Rs.0.46 lac was spent in order to give scholarship and stipend to NIS trainees and outstanding non student sports persons during the financial year 2011-12. An amount of Rs.2400/- per annum per player was given to NIS trainees, whereas Rs.1,200/- per annum per player was given to non-student sports persons of the State.

3. Organisation of Coaching/Mobile Coaching Camps :

During the year 2011-12, coaching camps in various disciplines have been organised in the State in which more than 1500 sportspersons were involved by incurring an expenditure of Rs.8.70 lacs. Short and long term coaching was provided in a scientific way by the department at various coaching centers prior to participation in various Sub Junior, Junior and Senior National tournaments to the selected players of the State. .

4. Purchase of Sports Equipments :

During the year 2011-12 an amount of Rs.16.11 lacs has been spent for the purchase of consumable and non-consumable sports equipments for various district coaching centres, Sports Hostel Una and Bilaspur and Indoor stadium Una, Shimla, Kangra and Bilaspur.

5. Sports Hostel :

Two Sports Hostels, Una and Bilaspur are functioning in the game of Wrestling, Athletics, Judo, Volleyball, Hockey, Handball and Kabaddi respectively. During the financial year 2011-12, 140 sports persons were admitted in these sports hostels who are being provided free boarding and lodging medical and sports kit by the Department. During the year 2011-12 an amount of Rs.45.00 lacs was provided to these sports hostels.

6. Construction of Playfields :

Keeping in view the demands of the general public an amount of Rs.150.00 lacs has been spent on the construction of play fields under (SCSP) in the Pradesh during the year 2011-12. 151 playfields are being constructed under SCSP.

7. Organisation of Women Sports Tournament :

Department has organized Women sports tournament at Block, District & State Level in the games Badminton, Table-Tennis, Athletics, Kabaddi, Volleyball, Basketball, Hockey, Hanball and, Kho-Kho under PYKKA mission of GOI. State Level women Sports tournament has been organized at Distt. Una. An amount of Rs.32.20 has been spent for the organization of Block, Distt. and State level tournaments. State teams have also participated in the National Women Sports Festival (Group-I) (Group-II), (Group-III) and (Group-IV) in the different events.

8.Organization Of Sports For Physically Handicapped :

To encourage the physically handicapped sportspersons, this year also the Department of Youth Services & Sports in collaboration with Social Justice & Empowerment Department and Sarv Siksha Abhiyan has organized Distt. & State level sports tournaments in the following events:-

        An amount of Rs.10.05 lacs was spent for this purpose. The State level tournaments was organized at Paddal Ground, Mandi on 2nd & 3rd December, 2011.Track suits were provided to the sportspersons during this tournament.

9. . Major Dhyan Chand memorial Hockey Tournament :

In Memory of Major Dhyan Chand International Hockey player Distt. level Major Dhyan Chand memorial Hockey Tournament were organized under PYKKA Mission on 29th August, 2011. State level tournament was organized at Shilaroo Distt Shimla. on 13-14 September,2011. An amount of Rs.6.66 lacs has been spent on Distt. and State level tournaments and one hockey stick was given to each player.


10. Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA) :

    Panchayat Yuva Krida Aur Khel Abhiyan has been launched by Govt. of India. Under this scheme 324 village Panchayats & 8 block panchyats have been covered during the year 2008-09. Under this scheme, Rs. 1.00 lac for Development of sports infrastructure in the ratio of 90:10 by Govt. of India & State Government. Besides this, 8 development blocks are also being covered for which 5.00 lac is provided in similar ratio.

            During the year 2010-11, 324 village Panchyats & 8 block Panchayats more will also be covered.

           Under PYKKA tournaments at block level 21620 Boys and Girls in various sports disciplines participated. At Distt. level, 5835 Boys & Girls participated. At State level 973 Boys & Girls in 10 sports disciplines participated. 120 participants participated in National level competitions.


11. Financial Assistance under Central Sponsored Scheme :

    Govt. of India has released a sum of Rs.154.25 lac under the centrally sponsored scheme for the organization of N.S.S activities during the year 2011-12 and an amount of Rs.59.95.lac has been provided by the State Govt. for this purpose. In NSS activities 71500 Volunteers participated.


12. Categorisation of Sports Associations :

    H.P. Sports Council working under this Deptt has categorized State Sports Associations in category A,B and C (List at Annexure-I ). Annual grant @ Rs.75,000/- Rs.0,000/- and Rs.35,000/-respectively is being given to the Sports Associations as per their Categorization . During the year 2011-12, a sum of Rs.9.60 lac has been provided as Grant in Aid to various associations for undertaking their activities. Beside these, special grant for the organization of North Zone, Sr./Junior National level tournaments are also provided to the State Association on their demand.

13. Cash Award to Outstanding Sportspersons :

    82 outstanding sportspersons enculading 9 State Parshuram Award of the State have been honoured with cash awards amounting to Rs.21,00,000/- on Districts /State level functions on 15th April,2012. During this function Kumari Priyanka Negi the Gold medal winners of Women world Cup Kabaddi tournament held at Patna (Bihar) from 1-4 March,2012 was also honoured with cash awards amounting to Rs.10.50 Lakh. The State Govt. has also increase daily allowance to the sports persons from Rs.80/- to Rs.120/- in within the State and out side the State from Rs.125/- to Rs.200/- .

14. Paraglidin International Championship BIR-Billing India-2011(FAI-C-11 ) And Himalayan National              Paragliding Championship BIR Billing India-2011 :

    Paragliding International Championship BIR-Billing India-2011 (FAI-C-11) And Himalayan National Paragliding Championship Bir Billing India-2011championship was organized at Bir Billing w.e.f 16-22 October, 2011 in collaboration with Aero Club of India and Atal Bihari Bhajpae Mountaineering Institute and Allied Sports Manali. In this championship 231 Paragliders from National /International have taken part in different category events i.e open, Women, Novice and Accuracy. An expenditure of Rs. 46.05 Lakh incurred on the organization of these events. State Govt. has provided an additional amount of Rs. 40.00 Lakh for the organization of this event. This year also Himalayan National Open Paragliding Championship-2012 is being organizing at Bir Billing w.e.f. 25.10.2012 to 1.11.2012 in collaboration with Aero Club of India, Department of Tourism &Atal Bihari Bajpae Mountaineering Institute and Allied Sports Manali .

Youth Activities:

1. Grant-in-Aid to H.P. State Youth Board :

State Youth Board provides grant-in-aid to Distt. Youth Boards, Yuva Mandals/Voluntary Organisation for Cultural, Sports and adventure activities. During the year 2011-2012, an amount of Rs.50.87 lacs have been given as grant-in-aid to the H.P. State Youth Board.

2. Organisation of Work Camps/Youth Leadership Training Camps :

Under this programme, youth are involved in social activities such as leveling of playfields, plantation of trees, construction of mule path etc. and to imbibe in them the spirit of eradication of social evils and involve them in the activities of bringing social reforms and national reconstruction. These camps were organized at the District level in all districts. This year these work camps were connected for water conservation. Youth leadership training camps were also organised in each district. Under this programme, an amount of Rs.7.00 lacs have been spent during 2011-12.

3. Training facilities in Indira Gandhi State Sports Complex at Shimla :

At Indira Gandhi Sports Complex Shimla, facilities for training in Badminton, Judo, Taekwando, Volleyball, Table Tennis, Boxing, Wrestling and Multigym are available to the sportspersons and a token fee is being charged from the players. Lodging facilities are also being provided to the players. The fees structure is as under:

REGISTRATION FEE :Rs. 50/- per annuam for students Rs. 100/- per annum to Non-students. The interested persons can have admission form from office of Deputy Director, Indira Gandhi State Sports Complex, The Mall, Shimla from 10.00 to 5.00 P.M. working day at the cost of Rs. 10/- only.

4. Establishment of Nodal Youth Clubs :

Under the three tier Panchayati Raj system, it is the endeavour of the Department to establish a Nodal Youth Club in every Panchayat in a phased manner. 77 Nodal Youth Club have been established in each Block and these clubs are functioning as an unit of the Department for the implementation of its schemes. An amount of Rs.34.19 lacs has been released during 2011-12 to all the Districts from State Youth Board. In all the 77 Development Blocks, Youth Volunteers have been appointed.

5. Organisation of Youth festivals :

A sum of Rs.20.00 lacs has been spent during 2011-12. 8000 Youth participated in one Act play, Folk Dance, Classical Vocal, Flutes, Harmonium, Tabla, Folk Song and allied activities at District and State level Youth Festivals. State level Youth festival was organised at Sirmour at Nahan 67 Youths were also sent to participate in National Youth festival at Mangelor (Karnataka). The State youth from Solan Distt secured third place in harmonium vadhan.

6. National Youth Week/Day :

For this purpose, an amount of Rs.3.89 lacs has been spent by the Youth Board during 2011-12. 120 youth from 10 districts participated in State level National Youth Day held at Shimla on 19th January, 2012.

7. Construction of Stadia :

Giving priority to build sports infrastructure in the State, Department of Youth Services & Sports spent a sum of Rs.689.32 Lac for the maintenance, addition of extra facilities & construction of sports infrastructure in the State in 10 Non-Tribal districts. The detail is as under –
