Preliminary
Examination of the Civil Services Examination for recruitment of
Administrative Service, Indian Foreign Service, Indian Police Service and
certain Group ‘A’/Group ‘B’ central services posts will be held by
Union Public Service Commission on 19th May, 2002.
Salient features about the Examination are published herein. For
details regarding scheme & syllabi, centres of examination, instructions
for filling up application form, list of designated HPOs/POs for
availability of form etc., candidates must consult Commission’s Notice for
Examination as published in Employment News/ Rozgar Samachar dated 15th
December, 2001.
Complete details about examination will also be available on Internet on the
Commission’s website at address : http://www.upsc.gov.in
Application Form
The common application form for UPSC examinations, alongwith an Information brochure containing general instructions for filling up the form, an acknowledgement card and an envelope for sending application will be available from any one of designated Head Post Offices/Post Offices throughout the country and may be purchased against cash payment of Rupees twenty only.
Candidates must use only the form supplied with the information
brochure. The form should be purchased from a Post Office only and
not from any other agency. Candidates must not use
photocopy/reproduction/unauthorized printed copy of form. This will entail
rejection. Each form can be used only once and for only one examination.
NOTE: In case candidates have any difficulty in obtaining
Application Form/Central Recruitment Fee Stamp from any of the designated
Head Post Offices/Post Offices, they should immediately contact the
concerned Postmaster or UPSC’s “FORMS SUPPLY MONITORING CELL” over
Telephone No. 011-3389366/Fax No. 011-3387310.
CONDITIONS OF ELIGIBILITY:

(a)
Age Limits: A
candidate must have attained the age of 21 years and must not have
attained the age of 30 years on 1st August 2002 i.e. he
must have been born not earlier than 2nd August, 1972 and
not later than 1st August, 1981. Provided that the upper
age limit for the post of Assistant Commandant, Group ‘A’ in
CISF will be 28 years only. The upper age limit is relaxable for
Scheduled Castes/Scheduled Tribes/Other Backward Classes and certain
other categories of candidates. |

b) Number of Attempts: Every
candidate appearing at the Civil Services Examination, who is
otherwise eligible, shall be permitted four attempts at the
examination. This restriction on number of attempts will not apply
in the case of Scheduled Castes & Scheduled Tribe candidates who
are otherwise eligible. Further, the candidates belonging to Other
Backward Classes, who are otherwise eligible, shall be permitted a
maximum of seven attempts. |

c)
Educational Qualifications: Degree
of any of the recognized Universities or an equivalent
qualification. Candidates possessing professional and technical
qualifications which are recognized by Govt. as equivalent to
professional and technical degree would also be eligible for
admission to the Examination. |

d)
Physical Standards: Candidates
must be physically fit according to physical standards for admission
to Civil Services Examination, 2002 as per Regulations given in
Appendix-III of Rules for Examination published in the Gazette of
India Extraordinary dated 15th December, 2001. |

e)
Fee: Rs.
50/- (Rupees Fifty only) (No fee for SC/ST/PH candidates). No fee
exemption is, however, available to OBC candidates and they are
required to pay full-prescribed fee. |
LAST
DATE FOR RECEIPT OF APPLICATIONS
Completed application must reach Secretary, Union Public Service
Commission, Dholpur House, Shahjahan Road, New Delhi – 110011 on or
before 14th January 2002. In respect of applications
received only by post/Speed post from candidates residing in Assam,
Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim,
J&K State, Lahaul & Spiti District and Pangi Sub-Division of Chamba
District of Himachal Pradesh, Andaman & Nicobar Islands, Lakshadweep or
abroad, the last date for receipt of applications is 21st
January, 2002. In case of applications received by hand or courier
service, benefit of extended time will not be available, regardless of the
place of residence of applicant.

UPSC has a Facilitation Counter near ‘C’ gate of its
campus. Candidates may obtain any information/clarification
regarding their application/candidature on working days between
10.00 A.M. to 5.00 P.M. in person or over telephone No.
011-3385271/011-3381125 from this counter.
