8 - LAND ACQUISITION 8.1 As far as possible, barren Govt. land will be used for urbanisation and will be provided at market rate. In case Government land is not available in an area, `Ghasni` and least productive land will be utilized by acquisition through negotiations. Thereafter, agricultural land may be considered. Incentives like provision of developed plots to individuals, engagement of heirs of land owners in jobs in new townships etc. may be provided. In cases where negotiations do not materialise the Government may go in for acquisition on behalf of the agency developing the township. 8.2 In areas where public sentiments are posing hindrance and urbanisation is inevitable, Land Pooling and reconstitution schemes through public participation are proposed to be initiated. 8.3 Productive agricultural land will be acquired only if absolutely essential. 8.4 The agency taking up the development of new township will acquire the total land required for the project before starting development on it. 8.5 Govt. may also consider giving some Government land on lease if considered essential. 8.6 The developer may also include forest land in his plan without acquiring it and only keeping it as green area with ownership remaining with Government.
