Soochna Kendras (Citizen
Information Centres) have been set up at 25 centrally located Panchayats.
One unemployed youth has been sponsored by each of the concerned
Panchayat for these Centres, named as .
The have been provided with one Client Computer with a Printer,
Modem and UPS. They were also imparted necessary training at the
district headquarters in accessing and using LokMitra Software. The Soochaks are required to deposit a security bond and fixed annual
Registration charges with the district administration.
Software is a web-enabled one installed on the Servers at the
Soochnalaya, allowed access with authorized user-id and passwords on
dial-up lines. The complete software interface is in Hindi only, being
the local language of the State. The software development has been done
in VBScript by NIC H.P. State Unit. The software has two interfaces, one
for Soochnalaya, which allows
data entry, updations, receiving complaints, sending replies etc. The
other interface is for Soochna
The Services offered in the pilot implementation are as follows.
The District Administration has also fixed the charges to be levied by
the Soochaks for various
services to the people. It has been observed that people do not mind
paying for services, as long as they are assured of action on their
grievances and complaints, which also saves their lot of time and money
wasted in visiting the various government offices time and again for
even a small work.
