Hon’ble Mr. Justice V. K. Sharma



Born on 8 August, 1952.


An alumnus of the Faculty of Law, Himachal Pradesh University, Shimla, completed LL.B. degree with first class first and was awarded gold medals for topping B.L. and LL.B. examinations.


Held various positions of responsibility at the College and University level, including General Secretary, Students Central Association, G.G.D.S.D. College, Baijnath, District Kangra, Himachal Pradesh (1971-72); Secretary, Himachal Pradesh University Students Council (1974-75); Member, Himachal Pradesh University Court (1974-75); Member, Himachal Pradesh University Executive Council (1974-77) and was probably the first student to be elected to the highest decision making body of an Indian University.


Appointed Additional Judge of the High Court of Himachal Pradesh on 7 January, 2010 and confirmed as Judge of the said High Court on 4 October, 2013.


Prior to elevation as Judge of the High Court of Himachal Pradesh, had an illustrious career as a legal practitioner and as a member of the Himachal Pradesh Higher Judicial Service.


Began legal practice in 1976 and practised before the High Court of Himachal Pradesh at Shimla, and District and Sub-Divisional Courts at Dharamshala and Palampur, District Kangra, Himachal Pradesh between August 1976 and January 1991. During this period, was retained as counsel by the Northern Railway (1985-1990) and several public sector banks. Also served as Secretary (1982-83) and President (1989- 1990) of Bar Association, Palampur, District Kangra, Himachal Pradesh.


Joined the Himachal Pradesh Higher Judicial Service on 2 February, 1991 as Additional District and Sessions Judge. Was designated as District and Sessions Judge in April 1995 and held various positions, including that of Registrar General of the High Court of Himachal Pradesh. During this period, also worked in varied capacities, including Presiding Officer, Himachal Pradesh Industrial Tribunal-cum-Labour Court; Member Secretary, Himachal Pradesh State Legal Services Authority; District and Sessions Judge (Forest); President, District Consumer Disputes Redressal Forum, etc.


As a judge, presided over several jurisdictions and delivered numerous landmark judgments in significant matters relating to diverse fields of law, including, Constitutional, Administrative, Service, Election, Civil, Criminal, Revenue, Arbitration, Environment, Business and Commercial, Corporate, etc.


Served as Chairman of the Himachal Pradesh High Court Legal Services Committee; Member of Governing Council of the Himachal Pradesh Judicial Academy and Judge in-charge Juvenile Justice of the High Court of Himachal Pradesh. Deeply engaged with the work of institutional strengthening, also served on various administrative committees of the High Court of Himachal Pradesh, both as chair and member, and as a member of General Council of National Law School of India University, Bangalore.


Was appointed as Commission of Inquiry by the Government of Himachal Pradesh, in January 2000, to look into the incident of alleged lathi charge by police on members of the Himachal Pradesh Ex-Servicemen Transport Union, Barmana, District Bilaspur, Himachal Pradesh.


Was chairman of the three member high powered committee constituted by the Government of Himachal Pradesh, in September 2014, to look into the matter of fee hike, and other related matters, pertaining to the Himachal Pradesh University.


Has been invited to deliver lectures at several conferences and training programmes, including those organised by the High Court of Himachal Pradesh; Himachal Pradesh Judicial Academy; Himachal Pradesh State Legal Services Authority; Directorate of Forensic Science, Ministry of Home Affairs, Government of India; V.V. Giri National Labour Institute; Himachal Pradesh Institute of Public Administration; Institute of Company Secretaries of India; Himachal Pradesh University; Directorate of Forensic Science, Government of Himachal Pradesh; University Institute of Legal Studies, Shimla; APG University, Shimla, etc., as also to participate in numerous seminars, colloquia, conferences, workshops, training programmes, etc. Has also delivered radio and television talks on a varied range of legal issues.


After demitting office as Judge of the High Court of Himachal Pradesh, was appointed as Chairman of the Himachal Pradesh Administrative Tribunal and assumed charge on 29 February, 2015.
