The Government of Himachal Pradesh has established ‘Himachal
Pradesh Infrastructure Development Board’ (HPIDB) in January 2002
under the ‘Himachal Pradesh Infrastructure Development Act 2001’
for development of various infrastructures with the participation
of persons other than State Govt. and Government Agencies. |

HPIDB has been made nodal agency for appointment of consultants
for all the departments of State Government for execution of various
types of projects. |

The name of the Client is: Himachal Pradesh Infrastructure Development
Board, Shimla-171001 through Chief Executive Officer. |
| 4. |
The objectives and aims of the Short-Listing
are: Prepare a panel of consulting firms which will be valid for
a period of three years subject to on-job review of performance
of the consulting firms. Technical and Financial Proposals will
be invited from the eligible short-listed firms for consultancy
Services in their area of specialization. |

The Assignments shall involve project formulation
and technical as well as project structuring assistance for development
of projects in tourism, urban, housing, road, power and other
infrastructure on commercial format with or without Public Private
Participation (PPP). |

The language to submit proposals is: English |
| 8. |
Power of Attorney (on legal papers) to authorised
person for signing of documents on behalf of the consulting firm
shall accompany the Expression of Interest. |
| 9. |
In case of joint ventures/ association, Letter
of Intent/MOU/Legal Agreement shall accompany the Expression of
Interest. |
| 10. |
Expression of Interest completed in all respect
shall be in hardbound shape, paginated and initialed by authorized
person on each page. Loose /Spiral bound EOIs are liable to be
treated as non –responsive. Information should be provided on
all the evaluation parameters mentioned in para-15
and any other information felt important by the consultant. |

The information on the envelope should also
include: Expression of Interest for empanelment. |

The applicant shall submit an amount of Rs.2,000/-
along with the EOI towards
the processing fee in the shape of Demand Draft favouring H.P. Infrastructure Development Board payable

The evaluation of consultants
will be based on following criteria: |

Specific experience
of the consulting firm related to project formulation and technical
as well as project structuring assistance for development of
infrastructure projects on
commercial/ Public Private
Participation (PPP) format with bundling options for attracting
Private Sector (enclose list of assignments, which best illustrates
the experience of the consulting firm relevant to the above sectors
with supporting evidence of completion of such
services)
(ii)
Qualifications and competence of the key personnel proposed
for the Assignment particularly
technical, financial and
legal experts (complete CVs)
(iii)
Ownership and organizational structure
of the consulting firm &
association /joint venture agreement,
if any.(All Historic information
along with role and responsibilities)
(iv)
Audited Balance Sheets for the preceding
three years
(v)
Previous projects completed and success
rate.
The consultants must furnish supporting documents on all the above parameters
for their evaluation. |

- A Rs.1000 crore tunnel
cum over bridge project between Kalka and Shimla ensuring road travel
between the two cities in less than one hour.
- An expressway corridor
between Una and Mandi taking off near Mehatpur, crossing Gobind
Sagar Between Mandli and Lathiani and then coming across to Bhota
via tunnel. Beyond Bhota it could follow the existing road up to
Jahu and then a tunnel towards Nerchowk/ Ratti/ Mandi. A second
phase would take the expressway to Manali.
- An expressway between
Una and Dharamshala at a cost of about Rs.750 crore.
- An expressway between
Solan- Yashwantnagar- Neripul- Sainj- Chhaila- Kotkhai- Jubbal-
Rohru based on tunnels and overbridges at an estimated cost of about
Rs.1250 crore.
- Fifteen nursing and five para medical colleges in the State to produce world class health professional – curricula to be developed and examinations to be conducted by the foreign universities with which these institutions would be associated or affiliated so that the output will ensure attainment of global protocols and standards.
- Locating a major defence industry for manufacture of weaponry in Una district with foreign investment. We will leverage private sector foreign and Indian MNCs to fund this establishment which will be our incremental assistance for national defence.
- One integrated tourism development project each for the Pong lake in Kangra district, the Gobind Sagar lake in Bilaspur district and Chamera lake in Chamba district involving sanctuaries, water sports, resorts etc.- with costs ranging from Rs.200 crore to Rs. 1,600 crore – each project to be given to a single international or national developer on the basis of setting up specific special tourism zones.
- An Himalayan Ski village in the catchment of Allian – Dohangan streams at a cost of Rs.1200 crore encompassing a special tourism zone.
- A permanent indoor ice skating rink in Shimla of world standards functioning around the year.
- An integrated Biotechnology park in Solan at a cost of about Rs.200 crore.
- An integrated IT park in Solan.
- A Special Development Zone in Baddi to be administered by a designated authority along with a council with Industry membership. The government will provide equity to infrastructure projects funded by this council in a public private framework.
- A Special Economic Zone will be set up in Kangra District to avail of the incentives given by the Government of India for focused promotion of export industry.
- World class polytechnics in the private sector specially catering to the emerging technician requirements within and outside the country. To begin with, four polytechnics will be set up in such districts (other than tribal districts) which do not have this facility.
- For providing one ITI in every constituency, large scale private sector involvement with linkages for captive training of the existing workers in the industry will be sought. The government will step in only in the case of extremely remote and backward areas to meet this target.
