Learner's Driving Premit |
The Learner’s License is issued to Drive Two
Wheeler/LMV/Transport (bus/truck) for a period of six Months, but the Learner
must be accompanied by a duly licensed person while driving and a plate showing
“L” of specified dimensions must
be fixed in front and rear of the vehicle being driven by the Learner.

The
application for Learner’s License must be made to the Registering and
Licensing Authority (RLA) office. In Himachal Pradesh, all the Sub-Divisional
Magistrates (SDO-Civil) have been empowered to function as RLAs.
The
application should be submitted in Form
No.2 (Application for the grant or renewal of Learner’s Driving Permit)
along with the
Form No. 3 (Learner’s Licence Form).

The applicant must have attained the age of 18 years
for applying for the Learner’s Driving License. In case of Transport Vehicles,
the minimum age prescribed is 20 years.

Fee:
A
sum of Rs.30 per vehicle class has to be deposited in the RLA office. This means
if a person applies for only Motor Car, he has to pay Rs.30. However, if the
application is for Motor Car and Scooter, then Rs.60 are required to be
deposited as Fee.
Validity:
The
Learners Licence is issued for six months only, and it can be further renewed
for another six months after its expiry.
The
application form is checked along with the supporting documents and if it is
found to be in order, the applicant will be asked a few questions related to
road signs, vehicle to be driven, etc. by the RLA. In case, the applicant
replies satisfactory, the Learner’s License will be issued to the applicant.
The
attention of the holder of this Licence is drawn to rule 2 of the Central Motor
Vehicles Rules 1989 which prohibits him from driving any motor vehicle unless he
has besides him a person duly licensed to drive the vehicle and in every case,
the vehicle carries “L” plates of specified dimensions
both in the front and in the rear of the vehicle.
It
takes about seven days to have the Learner’s License after its submission at
the office of RLA.
After
learning to drive the vehicles specified in the Learner’s Driving Permit for
six months, one can apply for the Regular
Driving License.
