Regular Driving License for Driving Motor Vehicle

 

Regular Driving License is made for driving Two Wheeler/LMV.  Any person who is medically fit can apply for obtaining a Driving License. However, it is recommended that the applicant first applies for the Learner’s Driving Permit instead of directly applying for the Regular Driving License.

Contact Office: 

The application for regular Driving License must be made to the Registering and Licensing Authority (RLA) office. In Himachal Pradesh, all the Sub-Divisional Magistrates (SDO-Civil) have been empowered to function as RLAs.  

Form to be filled:

The application should be submitted in Form No. 4 (Driving License Form) along with the Learner’s Driving Permit

Minimum Age:

The applicant must have attained the age of 18 years when applying up for regular Driving License. In case of Heavy Vehicles, the minimum age prescribed is 20 years.  

Supporting Documents/Photographs: 

1.      Medical Form (Form -1) & (Form-A1) duly completed by a Medical Officer

2.      Proof of Age (attested photocopy of Matric Certificate or any other authentic  document showing date of birth of the applicant)

3.      Proof of Residence e.g. ID-Card, Ration Card, Telephone Bill, Electricity Bill (attested photocopy)

4.      Four passport size photographs in case of booklet type of License and three passport and one stamp size photo in case of Laminated Card type License

5.      Learner’s License in original

6.      A separate Driving License booklet (available in market) has to be submitted along with the application. In case of Laminated cards, no booklet needs to be submitted, however for Laminated Card extra fee is charged, as given under “Fee”.

Fee: 

Fees vary with the number of vehicles allowed to be driven and the types of Driving License required by the applicant and are as follows: 

Booklet type License: 

The license fee is Rs.120 for one class of vehicle and if the applicant wants to add another class of vehicle then the fee is Rs.180. At the time of issuance of new Driving License, License for a maximum of two classes of vehicles can be issued. However, endorsements can be further made after the issuance of regular Driving License. New classes of Vehicles can be endorsed once the License has been issued, with an endorsement fee of Rs.110 per class of vehicle.

Laminated Card Type License: 

The License fee is Rs.230 for one class of vehicle and if the applicant wants to add another class of vehicle then the fee is Rs.410. New classes of Vehicles can be endorsed once the License has been issued, with an endorsement fee of Rs.150 per class of vehicle. A new Driving License can be issued for a maximum of two classes of vehicles. Further endorsements can be made after the issuance of regular Driving License. 

Renewal Fee: 

Booklet type of License:                Rs.30 per class of vehicle

Laminated card type License:         Rs.150 per class of vehicle

Validity: 

The Regular Driving License is issued for three years for Transport Vehicles, while for Non-Transport Vehicles it can be issued for upto 20 years or till the person attains the age of 50 years, whichever occurs earlier.

Procedure:

The application form is checked along with the supporting documents and if it is found in order, the applicant is given a driving test by MVI and if the applicant passes the test, the Driving License is issued.  

Time Frame:

Normally, 7 days after applying. The License is issued if the documents/application are found to be in order and the applicant passes the Driving Test.
