Registration of Second Hand Vehicle

 

The registration of second hand vehicles falls under the following two categories:

 

1.      Transfer of ownership-vehicle purchased within the State of Himachal Pradesh when the vehicle is registered with some RLA in HP State.

2.      Transfer of ownership-vehicle bought into HP from outside HP and the vehicle is registered with an RLA outside the State of HP. The owner of the vehicle comes to HP and wants to have it registered in HP when the owner is in HP.

 

There can be cases of vehicles, which are registered in HP, being sold outside HP and the issuance of NOC for such vehicles for having these registered in other States, or the vehicle owner may be going out of HP and wants to have the vehicle registered in some other State.

 

The above three cases need to furnish information in prescribed formats as given below. Except for the documents/forms required to be furnished specifically for registration of second hand vehicles as outlined below, rest of the formalities regarding registration remain the same as in the case of registration of new motor vehicle.

 

Transfer of ownership of a vehicle:

 

For the transfer of ownership of a vehicle one is required to apply to the concerned RLA where the vehicle is registered and following  documents are to be submitted:

 

  1. Registration certificate in original
  2. Form 29 duly filled in duplicate
  3. Form 30 duly filled in duplicate
  4. Attested copy of valid insurance, in favour of buyer
  5. Attested copy of proof of address of the buyer
  6. Attested copy of valid pollution control certificate
  7. Attested copy of G.I.R./Pan no. or Form no. 60/Form no. 61 (in case of cars only)
  8. Prescribed fee (half the normal registration fee and road tax as per RC, if due)

For commercial vehicles in addition to above the following documents are required 

  1. Permit surrender slip from STA for commercial vehicles.
  2. Challan clearance Certificate from Traffic Police or Enforcement Branch of the Transport Deptt.
  3. Tax clearance report from Accounts branch in case of commercial vehicles.
  4. Court Order in case the Court decides the heir.

Re-registration of Vehicle brought from other States to Himachal Pradesh:

 

If a registered owner of a vehicle brings the vehicle to Himachal Pradesh, which is already registered in some other state after obtaining a N.O.C from the concerned state he can apply for re-registration in Himachal Pradesh. The documents which are required to be submitted at the time of re-registration are as following:

 

  1. Registration Certificate in original.
  2. Form 28 (NOC in duplicate)
  3. Form 27
  4. Form 20
  5. Attested copy of Proof of address.
  6. Attested copy of valid insurance.
  7. Attested copy of pollution control certificate.
  8. Challan Clearance Certificate  from Traffic Police or Enforcement Wing of Transport Deptt.( In case of Commercial Vehicle only).
  9. Fitness Certificate issued by the RLA.
  10. Road tax (as applicable)
  11. Prescribed fee for registration (Full Registration fee and road tax as per RC, if due)

 

Note: Such Registration of vehicle is subject to clearance from National Crime Record Bureau. The Transport Department arranges the Clearance Certificate themselves.

 

Issuance of No Objection Certificate for other state:

 

If a registered owner of a vehicle intends to take his vehicle to some other state & have the same re-registered there, the owner can apply for NOC on prescribed Form 28. The following are the required / formalities to be completed.

 

  1. Application on Form 28 (in triplicate-Click to Download)
  2. Attested copy of the registration certificate.
  3. Evidence of payment of road tax up-to-date.
  4. Or no road tax dues certificate from the tax-collection authority.

 

Note: Issuance of NOC is subject to clearance from the Police-Crime Records Bureau.
