Registration of New Motor Vehicles
All new vehicles purchased by an individual or
organization must be registered with the Registration and Licensing Authority (RLA).
A registration number is issued to the vehicle, which is mentioned in the
Registration Certificate (RC) and all subsequent sales of the vehicle are
recorded therein.

Supporting Documents:
The registration procedure includes the vehicle to
be inspected physically by Inspecting Authority at the RLA or designated office
for its particulars and followed by registration. The supporting documents to be
submitted with the Form-20 are as following:
New
Private/Non-Commercial Vehicle
1.
Form 21 (Sale certificate) issued by the vehicle dealer
2.
Form 22 (Road worthiness certificate) issued by the
manufacturer
3.
Photocopy of Insurance
Cover. In case of Exemption from Insurance Cover, the exemption
certificate should be attached.
4.
Attested copy of address proof at which vehicle is to be
registered e.g photocopy of ID Card, Ration Card, Telephone Bill, Electricity
Bill, etc..
5.
Attested copy of the G.I.R. no./Pan no. or Form 60/Form 61
of or from the owner
6.
Form 34 duly signed by owner and the
Attested copy of the G.I.R. no./Pan no., Financier
in case vehicle is bought on Hypothecation
7.
One time road tax as applicable

Fee:
Different
types of fees are required to be paid for Registration of a Vehicle:
(1)
Registration Fee
Registration
Fees is paid at the time of registration of the Vehicle.
(2)
Road Tax
Road
Tax is paid once as lump sum amount at the time of Registration of the Non
Tranport Vehicle and valid for whole life of the Vehicle. In case of Transport
Vehicles the Road Tax has to be paid on Yearly basis.
(3)
Passing Fee
Passing
Fees is paid by Transport Vehicles only and it has to be paid every year
(4) Special Registration Fee.
Request
for getting Registration Number of choice is made on a simple application to the
Registering and Licensing Authority (RLA), where you are getting the vehicle
registered, for allotment of the number of your choice. The rates for allotment
of the number of your choice are as following:

The number will be allotted subject to the availability of
the number of your choice. In case, the number is already allotted to some
vehicle, the same would not be allotted.

Procedure:
First of all the applicant fills
the application. Attaches necessary documents and deposits the fee. After
all the document
formalities, the vehicle
has to be inspected
. If the vehicle is a
transport vehicle then it is inspected
by M.V.I (Motor Vehicle
Inspector) and in the case of non-transport vehicles, the inspection is done by
the R.L.A. (Registration and Licensing Authority). Thereafter, the Registration
Certificate is issued. The registration fee slip can be retained as registration
proof till registration certificate is not delivered. The registration
certificate, i.e. Form – 23 can
be collected on the prescribed working day after depositing the registration fee
slip.
Validity of Registration Certificate:
Registration Certificates issued to Non-Transport
vehicles are valid for a period of 15 years. After the expiry of 15 years, the
owner has to apply again to the concerned RLA, who after inspection report of
the MVI and satisfying himself about the road-worthiness of the vehicle, may
renew the Registration Certificate. In case of Transport vehicles
(Transport/Goods), the Certificate is initially valid for two years and renewed
every year after issuance of Fitness Certificate by the MVI.
Time Frame:
The minimum time taken for registration is one week after inspection of the vehicle. Therefore, the Registration Certificate should be issued within a maximum of three week.
